Displayed in the user interface as a yellow, 'Standby' status.

Indicates that the server did not receive enough ballots from other servers to become leader. This occurs when more servers have failed than the quorum strategy allows for. For example, this state will be reached by the sole surviving member server in a group of three servers when two have failed.

When in this state, the server will produce the following status message: STANDBY: Quorum not achieved; a leader will not be elected.
